TOPRAK PANORAMA 05.07.2025 ORDINARY GENERAL ASSEMBLY MEETING MINUTES
1. Opening, roll call, and signing of the attendance sheet
A roll call was made, and out of a total of 96 unit owners, 23 were present in person and 22 were represented by proxy, totaling 45 participants. As this was the second meeting, a quorum was not required. The site participation majority was established.
2. Election of the meeting chair, secretary, and treasurer
Tuğberk URŞAN asked the attendees whether there were any candidates for the positions. The participants proposed Tuğberk URŞAN as the Chairperson, Kemal Can AYDOĞAN as the Secretary, and Reza Kanni as the Treasurer. With no other nominations, the proposal was unanimously accepted, and:
– Chairperson of the Board: Tuğberk URŞAN
– Meeting Secretary: Kemal Can AYDOĞAN
– Treasurer: Reza Kanni
were elected and authorized to sign the meeting minutes.
3. Review and discharge of previous term accounts
Mr. Tuğberk URŞAN provided a general update on the previous term’s activities and presented the Management Activity Report. Issues related to the site’s electrical infrastructure were discussed in detail, along with the improvement projects implemented due to last year’s power failures. The official website toprakpanorama.com was introduced. Waterline repair and damages due to electrical faults were also discussed. Questions regarding unpaid SGK payments were answered. The extra 150 Euro fee was debated and reauthorized. The major debtor (Block E, Apt. 5) and its sale were addressed. Updates on legal proceedings were provided. The Activity Report was shared in 5 languages. Previous term accounts were presented in Turkish and English and conditionally approved.
4. Discussion of the budget for the upcoming term
The budget for 01.07.2025 – 30.06.2026 was presented. Decisions made by majority:
– Monthly dues remain 85 Euro / 1,020 Euro annually
– For TL payments, 1 Euro = 47.058 TL (4,000 TL/month or 48,000 TL/year)
– Fixed rate to be reviewed in Jan 2026
– Board authorized to update the rate in exceptional cases
5. Legal enforcement and dues collection
Per Article 20 of the Condominium Law:
– Monthly 85 Euro / annual 1,020 Euro applies to all flats
– Payments can be monthly or yearly
– 3 months of non-payment triggers legal action with interest and fees
– Management is authorized to initiate proceedings after 1 month
6. Election of Board Members and Auditors
Elected Board Members: Beylan Kızılkan, Reza Kanni, Hüseyin Umur
Elected Auditors: Zia Hashemi Nejad, Fereshteh Soltanian
The board is authorized to:
– Manage staffing decisions
– Make legal and operational decisions
– Sign authority transfers
– Enforce penalties for non-compliance
7. Management Company Continuation
KTurkey Property Management’s contract is automatically renewed per Article 17 of the existing contract. No vote was required.
8. Wishes and Suggestions
Most participants had left; no further topics were discussed.
9. Closing
The General Assembly was concluded at 17:00 by the Chairperson.
